Aim and Scope
The Bulletin of Manash Kozybayev North Kazakhstan University is a multidisciplinary scientific journal with double-blind peer review.
The journal’s purpose is to ensure the effective exchange of relevant scientific and educational information within the scientific community of Kazakhstan and neighboring countries; to publish original scientific papers in all areas of theoretical and applied research in the natural sciences, pedagogical sciences, social sciences and humanities, agricultural sciences, technical sciences, and philological sciences.
Objectives:
- Creating an environment for open and accessible reporting of scientific research results;
- Covering new scientific results that are of significant importance in various fields of fundamental and applied science;
- Publishing scientific articles on current and promising areas of international science to generate sustained interest in them among the scientific community, as well as to engage young scientists and research institutes in Kazakhstan, neighboring countries, and abroad in research.

The journal publishes scientific papers regardless of the authors’ citizenship or departmental affiliation. Article selection is based on plagiarism checks and double-blind peer review.

The journal is included in the Russian Science Citation Index (RSCI).
The journal is included in the List of third-level scientific publications (List 3), recommended by the Committee for Quality Control in Science and Higher Education of the Ministry of Science and Higher Education of the Republic of Kazakhstan for the publication of the main results of scientific activity in the areas of “Biological Sciences” (Order No. 34 of 23.01.2026), “Information and Communication Technologies” (Order No. 46 of 02.03.2026).

Peer Review Process
Review Type
All scientific articles submitted to the editorial board of the “Bulletin of Manash Kozybayev North Kazakhstan University” undergo mandatory plagiarism checks and double-blind peer review (reviewers are unaware of the manuscript's authors, and the manuscript's authors are unaware of the reviewers). Review of scientific article manuscripts that have passed plagiarism checks is carried out to ensure a high scientific and theoretical level of publications, select the most valuable and relevant scientific works, and make specific suggestions for improving the peer-reviewed materials.
Peer-review principles:
- All publications of the journal “Bulletin of Manash Kozybayev North Kazakhstan University” that have passed the plagiarism check are reviewed;
- Submitted articles are reviewed by at least two (external and internal) independent scholars in the relevant scientific field;
- Reviewers are specialists with an academic degree, qualifications, and research experience, as well as publications in the international databases Web of Science or Scopus, which allows for a competent assessment of the manuscript;
- The availability of international reviewers (with the exception of those in the social sciences and humanities) who have publications in the international databases Web of Science or Scopus;
- Article review is carried out in accordance with the ethical requirements for scientific publications adopted by the publishing house;
- A second review (monitoring the correction of comments) is carried out by the reviewer who conducted the initial review.
Conflict of Interest
If the author of a manuscript has a conflict of interest with certain scholars, the author must disclose such conflict of interest in the cover letter to avoid forwarding the manuscript to the designated scholar (reviewer) and resulting in biased evaluations of the manuscript.
During the review process, a conflict may arise between the author and the reviewer. In such cases, the editor of the journal “Bulletin of Manash Kozybayev North Kazakhstan University” has the right to appoint a new reviewer for the manuscript and engage the editor-in-chief to resolve any disputes.
Review Process
The editorial board of the journal “Bulletin of Manash Kozybayev North Kazakhstan University” provides for three rounds of review: after the initial decision to revise the article, the author has two attempts to make changes based on the reviewer(s)’ recommendations or to reasonably reject them. If, after the third round of review, the reviewer submits further comments, the journal editor will invite the author to consider publishing in another journal or resubmit the article with the changes made.
The review summary offers the following recommendations as the reviewer’s conclusion:
- Accept for publication;
- Revisions required;
- Revision with re-review;
- Submit to another journal;
- Reject the article;
- See comments.
Review Deadlines
- Review of scientific materials takes at least 14 calendar days;
- Timeframes for revising articles based on reviewers’ comments, as well as for re-evaluation of manuscripts, may vary.

The journal provides immediate open access to its content based on the following principle: free and open access to research results promotes the global exchange of knowledge.
Archiving
Electronic versions of the scientific journal are provided to JSC NCSSTE for collection development and inclusion in the electronic library. The journal has been archiving materials in Elibrary.ru since 2019.
Peer Review
All scientific articles submitted to the editorial board of the journal “Bulletin of Manash Kozybayev North Kazakhstan University” are checked for plagiarism and undergo mandatory double-blind peer review (the reviewer does not know the authors of the manuscript, and the authors do not know the reviewers).
Articles are reviewed by members of the editorial board and editorial council, as well as by invited reviewers – leading experts in the relevant field of science in Kazakhstan, near and far abroad. The decision to select a reviewer to evaluate an article is made by the editor-in-chief and the editor.
If the authors of a manuscript have a conflict of interest with certain scientists, the author is obligated to indicate such conflict in the cover letter to prevent the manuscript from being sent to the specified scientist (reviewer) and resulting in biased assessments of the manuscript.
Each reviewer has the right to decline to review. A reasoned refusal is sent to the editorial board. Following the manuscript review, the reviewer makes recommendations regarding the article’s future fate (each reviewer’s decision is justified):
- Accept for publication;
- Revisions required;
- Revision with re-review;
- Submit to another journal;
- Reject the article;
- See comments.
If the review contains recommendations for correction and revision of the article, the editorial board will send the review text to the author with a proposal to consider them when preparing a new version of the article or to substantiate them (in part or in full). If the decision is made to “send for re-review”, the article, revised by the author, is re-submitted to the same reviewer for review.
If the authors refuse to revise the material, they must notify the editors in writing or orally of their refusal to publish the article. If the authors do not send a revised version within three months of the review submission, even if the authors have not yet provided any information regarding their refusal to revise the article, the editors will remove the article from the register. In such situations, the authors are notified of the manuscript’s deregistration due to the expiration of the revision period. If the author and reviewers have irreconcilable disagreements regarding a manuscript, the editorial board reserves the right to send it for additional review. In controversial and conflicting situations, the decision is made by the editor-in-chief.
The decision to reject or accept a manuscript for publication is made in accordance with the reviewers’ recommendations. An article not recommended for publication will not be re-evaluated. Notification of a publication rejection is sent to the author by email.
After the journal’s editorial board has decided to accept an article for publication, the editors notify the author by email.
Based on positive reviews, proposals for publication are approved at a meeting of the journal's editorial board. In controversial and conflicting situations, the decision is made by the editor-in-chief.

Open Access Policy
Bulletin of Manash Kozybayev North Kazakhstan University is an open access journal. All articles are made freely available to readers immediatly upon publication.
Our open access policy is in accordance with the Budapest Open Access Initiative (BOAI) definition - it means that articles have free availability on the public internet, permitting any users to read, download, copy, distribute, print, search, or link to the full texts of these articles, crawl them for indexing, pass them as data to software, or use them for any other lawful purpose, without financial, legal, or technical barriers other than those inseparable from gaining access to the internet itself.

Publishing Ethics
The editorial board of the journal “Bulletin of Manash Kozybayev North Kazakhstan University” is responsible for selecting articles for publication in the journal. The editors’ evaluation of submitted papers should be limited to their intellectual content. The editors may, at their sole discretion, reject any material that violates legal requirements regarding libel, copyright infringement, and plagiarism. The editors are obligated to ensure the confidentiality of submitted papers prior to publication.
Authors’ Responsibilities
Authors of scientific papers of original research must provide an accurate account of the work performed and an objective discussion of its significance. Key data must be accurately presented in the paper. The paper must contain sufficient detail and references to allow others to replicate the work.
False or knowingly inaccurate statements constitute a violation of publication ethics and are unacceptable.
Multiple or Duplicate Publication
An author should not publish manuscripts describing essentially the same research in more than one journal or primary publication. Submitting the same manuscript to multiple journals simultaneously constitutes a violation of publication ethics and is unacceptable. An author should not submit a previously published article for consideration in another journal.
Article Authorship
Authorship should be limited to those who have made a significant contribution to the conception, design, execution, or interpretation of the reported research. All those who have made significant contributions should be listed as co-authors. The corresponding author should ensure that all co-authors, without including inappropriate individuals, are included on the paper. The final version of the paper must be reviewed and approved by all co-authors, followed by agreement and submission for publication, after which the corresponding author uploads it to the Bulletin website.
Editorial Responsibilities
These guidelines are based on the existing COPE Best Practice Guidelines for Journal Editors.
Publication Decisions
The journal editors are responsible for decisions on accepting or rejecting articles submitted to the journal.
Fairness
The editor should evaluate manuscripts for their intellectual content without regard to the authors’ race, gender, religious beliefs, ethnic origin, citizenship, or political philosophy.
Confidentiality
The editor and any editorial staff must not disclose any information about a submitted manuscript to anyone other than the corresponding author, reviewers, potential reviewers, other editorial advisers, and the publisher, as appropriate.

PUBLICATION TERMS
The peer-reviewed scientific journal “Bulletin of Manash Kozybayev North Kazakhstan University” is a multidisciplinary open-access journal. Articles are available to readers on the journal’s website without any financial or technical restrictions.
Publication in the journal is free of charge for authors in the following categories: “Natural Sciences”, “Pedagogical Sciences”, “Social and Human Sciences”, “Agricultural Sciences”, “Technical Sciences”, and “Philological Sciences”.
For publication in the categories “Biological Sciences” and “Information and Communication Technologies,” the journal charges a fee to cover the costs of plagiarism checking, pre-publication management, archiving and printing.
The cost of publication in the categories “Biological Sciences” and “Information and Communication Technologies” is:
- Free for foreign authors not affiliated with Kazakhstani organizations;
- For employees and students of the Manash Kozybayev North Kazakhstan University – 10,000 tenge;
- For third-party authors – 30,000 tenge.
Authors pay for publication only after the peer review process and the editorial board’s positive decision to accept the manuscript for publication.
Payment for manuscript preparation does not affect the publication decision or editorial decisions.
The corresponding author is responsible for processing the payment prior to the article’s publication. A receipt for payment for publication in PDF format is sent by the corresponding author to vestnik.ku.kz@gmail.com

Unpublished data obtained from submitted manuscripts may not be used in personal research without the author's written consent.
Information or ideas obtained through peer review and associated with potential benefits must be kept confidential and not used for personal gain.
Reviewers should not review manuscripts if they have conflicts of interest resulting from competitive, collaborative, or other relationships with any of the authors, companies, or other organizations associated with the submitted work.
Plagiarism detection
The editorial board of the journal "Vestnik of North Kazakhstan University named after M. Kozybayev" checks all manuscripts for plagiarism using a plagiarism checker when reviewing them for compliance with formal requirements (manuscript formatting) and before submitting them for peer review.
"Vestnik of North Kazakhstan University named after M. Kozybayev" uses the plagiarism detection program "Antiplagiat", developed by Russian developers, to check submitted papers. If plagiarism is detected, COPE's plagiarism guidelines will be applied.
Authors must ensure that their work is original. If authors have used the work and/or words of others, the expression must be appropriately cited. Plagiarism takes many forms, ranging from publishing another author’s article as their own, to copying or paraphrasing substantial portions of another author’s article (without acknowledgement), to claiming the results of research conducted by others. Plagiarism in all its forms constitutes unethical publishing behavior and is unacceptable. Articles with less than 70% originality will not be accepted for publication.
If artificial intelligence (AI) is used and ChatGPT is used in manuscript preparation, the author(s) must indicate the name of the tool or service used, as well as the purpose for which it was used. The notification should be worded as follows: “The author(s) declare that generative AI technologies ([NAME OF TOOL/SERVICE]) were used in the preparation of this manuscript for the purpose of [REASON]”. The authors are solely responsible for the accuracy, completeness and compliance with scientific standards of all material presented.
Preprint and postprint Policy
During the article submission process, the author must confirm that the article has not been published or accepted for publication in another scientific journal. When referencing an article published in the journal “Bulletin of M. Kozybayev North Kazakhstan University”, the publisher requests that a link (the full URL of the material) be included to the journal's official website.
